Follow-up Comment #1:

openapp is a shell script and there is no way for it to find out whether and
application is already running or not.

Most likely you should be using gopen for what ever purpose you are currently
using openapp. This is an Objective-C tool that will contact the workspace to
start up applications or to open files with running applications.
