[bug #45081] gui and back do not pick up compiler setting

Not really its an argument that gnustep-make/base shouldn't do this in the
first place, it's irritating when you set some flags for use in the compile
when gnustep-make then goes and does what it was configured to use rather than
what you just told it to do.
