Details:
If you take a look at https://github.com/gnustep/base/commits/master, the
commit "Various configure/build tweaks " appears to have broken the build. I
have personally found this commit to be the cause of breakage when building on
an Ubuntu 14.04 system.
You can see a failed CI run here:
https://travis-ci.org/gnustep/base/jobs/153546734
The run concludes with:
cp simple-load.h dynamic-load.h
make[1]: *** No rule to make target `config.h', needed by `before-all'.
Stop.
make: *** [internal-all] Error 2
cat: Tests/tests.log: No such file or directory
which corresponds with my experience as well
