At least on NetBSD, tzalloc() is in public domain. It does all the tzstring
parsing, in tzparse(), see here:

It is used by zdump, also in public domain:
http://cvsweb.netbsd.org/bsdweb.cgi/src/lib/libc/time/zdump.c?rev=1.53

Would it be acceptable to include that code?
