less version 381 does.  Linux xterm and console does.  MS-DOS/Windows
does also (with ansi.sys loaded).

You can return to the old scheme by setting the environment variable
GROFF_NO_SGR or by passing option `-P-c' to groff.  See grotty(1) for
details.
