???  They *are* balanced!  The patch you give is plain wrong, changing
the indentation incorrectly.  How did you came to the conclusion?

Again, the patch is wrong.  A few lines before your change the same

  .RS
  .IP
  ...
  .RE
  .IP

constructs are used to increase indentation and to insert blank lines,
and your script apparently doesn't complain there.

It seems that you expect a certain markup order for .IP, .TP, .LP, and
.RS/.RE.  I don't think that this is true.  As far as I know, the only
valid assumption is that .RS and .RE should be paired.

That's interesting.  Are you talking about groff's `groffer' script?
This is just a front-end to groff, without a `stricter troff
interpreter'.
