INSTALL.gen was removed in commit 6d41249a
<http://git.savannah.gnu.org/cgit/groff.git/commit/?id=6d41249a> (2018). 
Commit 5fec19d4
<http://git.savannah.gnu.org/cgit/groff.git/commit/?id=5fec19d4> (2014)
renamed INSTALL to INSTALL.extra, and no file INSTALL currently exists in the
source tree (it's created as a symlink during configure), so it's not clear
why this bug report asks FOR-RELEASE to refer to INSTALL.

The configure-created symlink is the replacement for INSTALL.gen, so it seems
to me this message about INSTALL.gen in FOR-RELEASE is obsolete and should be
removed entirely.
