Follow-up Comment #1:

Werner explained these a few years ago on the mailing list in response to my
inquiry.  According to him they're harmless.  I can't find the relevant
message in the list archives right now, however.

Possibly they can be gotten rid of with Texinfo 5.0 features, since that is
now the minimum version our manual supports, but I don't understand the root
cause of the problem so I cannot say for sure.

Also, it pays to remember that TeX is a noisy system, and getting it down to
theoretically ideal Unix levels of diagnostic chatter is probably futile.
