Comments in bug #60479 address some .PF implementation details in -me that may
also be relevant to -ms. The fix for that bug, commit 8daca4df
<http://git.savannah.gnu.org/cgit/groff.git/commit/?id=8daca4df>, may also
offer insight.
In a nutshell, .PF can be nearly identical to .PE, since pic itself takes care
of where to leave the cursor upon completion based on which end macro is used.
In the final -me implementation, the only difference between them is that .PE
does an additional ".sp .6" at the end.
