Werner submitted this ticket, but Robert Goulding is the actual author of the
attached tmac file and the initial bug report:

It appears the tmac file was never added to the source repository.  (The tmac
directory <http://git.savannah.gnu.org/cgit/groff.git/tree/tmac> contains
refer-me.tmac and refer-ms.tmac but no refer-mm.)  Is it complete enough as-is
to be useful, or is the reported uncertainty about .XP a showstopper?
