man-db man(1) seems to be the sole surviving FLOSS, troff-based
man page renderer.  (What I call Brouwer/Lucifredi man, to which
Red Hat/Fedora clung like grim death for many years despite its
many deficiencies compared to man-db, was finally abandoned by
them in about 2011.)

Let's get rid of it.

People using such man(1) implementations can work around this
issue by touch(1)ing an empty safer.tmac file.  So say that in
NEWS if/when we do this.
