The interesting thing about "portability libraries" is that they always seem
to become replacement libcs. See apr, nspr, ...
These will need to be looked at on a case-by-case basis. Picking an item out
of the list, evaluating it, and supplying a patch for it might be a good way
for a newcomer to start contributing to groff.
I would not start with the very first item. I don't think any program
distributed with groff opens any sockets at any time for any reason. ("Change
my mind", as the meme goes, while I sip coffee.)
