SVG output from pic would have obvious advantages for GNU troff HTML output,
among other virtues.

Further, an implementation has been piloted by none other than Brian Kernighan
himself.  It may not be available, but perhaps knowledge of a completed
proof-of-concept will motivate a contributor.
