GNU bash, version 5.2.0(1)-rc2 (x86_64-pc-linux-gnu) (Debian testing)

make --version: GNU Make 4.3.91 (from git/make)

Running POSIXLY_CORRECT='yes' /usr/local/bin/make -j --output-sync=recurse
--shuffle


  The "build/test-groff" is not run, but "/build/groff":
