Does this announcement exist in draft form somewhere, or at least as a list of
things it should include? If not, should I open a savannah ticket to gather
such a list?
(I presume the rc announcement would largely include the same info that will
ultimately go into the release announcement. The email thread about the
latter announcement (http://lists.gnu.org/r/groff/2022-08/msg00215.html) forms
the start of a list, but adding to the thread at this point won't link to the
rest of the thread in the archive because of the archiving software's
month-boundary limitation.)
