[bug #63332] recent fallbacks.tmac change degrades ASCII output

Follow-up Comment #11, bug #63332 (project groff):

With commit 230ad718
<http://git.savannah.gnu.org/cgit/groff.git/commit/?id=230ad718> providing a
solution to the ".if t" problem raised in comment #4, this bug's mitigating
commit (comment #9) should now be able to be selectively applied to only
terminal devices.  That is, lines that that commit commented out should be
able to be placed behind ".if \n[fallbacks*troff-mode]" tests instead.
