Yes. The grub shell needs to access raw device files (normally), so
you must be root. But the grub shell can also access ordinally files
as if they were real disk drives. In this case, you don't have to run
it as root. In fact, I have been debugging GRUB with "virtual disk"
files mostly (I have four files for the purpose).
