Rather, the documentation should be blamed. I felt that such a note as
"menu-specific" was sometimes confusing, but I'm lazy enough to be
reluctant to rewrite the sentences.

In GRUB, the menu-specific commands are usable before any entry, but
not in the whole menu definitions. And, "commands available only in
the command-line" sounds like you cannot use these commands in menu
entries, but that's not.

These kinds of misleading explanations exist in the document in
places, but it is not easy to find out and fix them, since I already
know the internals too much, so it is very hard for me to imagine what
novices think of when they take a look at the document. As you may
guess, it is also difficult for me to think of a better
representation, since almost everything in GRUB is obvious for me with
no explanation.

Therefore, if you have anything misunderstood, don't hesitate to
complain of how poor the documentation is, and please propose a better
way or a fix, if you can. It is impossible to write a perfect document
only from programmers' point of view.
