The idea is that in the unlikely event that GRUB determines the memory
size better, the user can decide to pass that parameter to the kernel, and
it can be done without hardcoding the memory size in menu.lst.

Thus, the mem parameter becomes optional, but the existing functionality
is not removed from GRUB.
