Yes.

This depends on what you plan to do. If you want GRUB to retrieve kernel,
initrd by the network, you just need to include the correct driver for the
network card. The option for diskless is to obtain pxe and nbi grub to be
downloaded by PXE or nbi boot loaders (not GRUB). This is not mandatory if 
you plan to use GRUB from floppy.

See the info manual. And to see all the configuration options at compile
time, make `./configure --help | more'.
