let me see if I follow whats going on.

okay if I use grub-install to create the boot floppy "grub-install
/dev/floppy/0" its creating a boot floppy that is specific to my system?

and if I use the dd method it creates a boot floppy thats generic.

is that correct.

and if I want to use grub-install too make a generic boot floppy then I
need to create a filesystem on the floppy to and specify the
--root-directory so that it will put the files on the floppy.

so the problem was I was doing "grub-install" and then taking the floppy
to another machine and trying to boot it up. which is not going to work.

if thats the case then I think I will add the grub-floppy script I
started to work on before. well at least to the debian package. and if
you think its useful in cvs.
