What PCI ID and version number does the T20's 556B report?  (Use 'lspci -n'.)

There are several versions, with different requirements for turning on
the transceiver power.

The card was not enabled.  Try the driver at
mkdir /tmp/netdrivers/
cd /tmp/netdrivers/
ncftp ftp://ftp.scyld.com/pub/network/netdrivers.tgz
tar xfvz netdrivers.tgz
make install
