USB minidisk boot failure

I made a bootable USB minidisk using GRUB with the
following steps, but It threw a "Grub Geom Error" when
I reboot, what's wrong?

1.#fdisk /dev/sda with ext2
2.mount /dev/sda1 /mnt/sda
  copy /boot/grub/stage1 stage2 grub.conf
/mnt/sda/boot/grub
3.run grub shell
  grub> root (hd1,0)
  grub> setup (hd1)

then reboot.
