I have the same problem with the Grub Debian Sarge package. The Grub
documentation is in a separate package on Debian: grub-doc.

How did you install Grub?

If you have installed it with Debian, try apt-get install grub-doc. Or
try the official version from
http://www.gnu.org/software/grub/grub-legacy-download.en.html
