Details:

This has some extra background info https://savannah.nongnu.org/bugs/?28759
in comments #2,3,4.

If using a pmon /boot/boot.cfg as follows, grub boots:

default 0
timeout 0
showmenu 0
title Boot with GRUB
        kernel (wd0,0)/boot/grub.elf
        args some-dummy-string

If your args line matches either of these, grub fails:
        args (no params
             (totally blank)

apt-cache policy grub-yeeloong
grub-yeeloong:
  Installed: 1.98~20091212-2
  Candidate: 1.98~20091212-2
  Version table:
 *** 1.98~20091212-2 0

Note on reproducibility: its every time, on the same machine. I'll post a
comment when I can get feedback from someone else.
