Hello Ian,
I had the same / a similar problem for the last two weeks until I realised
just today that due to an error of os-prober (including grub.cfg of system
partition in grub.cfg) my grub.cfg had increased to a size of 5 MB with
thousands of entries.
Maybe your error has the same cause, so if your /boot/grub/grub.cfg is bigger
than some kB (mine is 16kB now) try disabling the 30_os-prober-script in
/etc/grub.d by writing a "exit 0" before the "set -e" and rerunning
update-grub.
