[Bug-gsl] gsl-1.4 patches attached

Hello,

I recently compiled gsl-1.4 and came across two minor issues.  I've
attached patches to address both.

1)  gsl_const.h tries to pull in gsl_const_cgs.h and gsl_const_mks.h
    but it should be gsl_const_cgsm.h and gsl_const_mksa.h.

2)  gsl_const_cgsm.h is missing free space permitivitty and permeability.

The attached patches takes care of those two items.

This looks like it will be a really useful library.  Many thanks to 
those who put it together.
