[Bug-gsl] gcc -O4

Hi,
in "GNU Scientific Library, Reference Manual, Edition 1.5, for GSL 
Version 1.5" in section "GCC warning options for numerical programs"
you mention -O4 as swith to turn on optimization. This works but as 
mentioned in "GCC Myths and Facts" by Joao Seabra" 
(http://freshmeat.net/articles/view/730/) the highest optimization is 
-O3.
