Ah, now I see, after looking, that the version
http://ftpmirror.gnu.org/texinfo/texi2dvi , modified 2012, is not in
the texinfo 4.13a  package, from 2008.

So it's packaging error, I would say. so an update texinfo package is
in order. "Help save the world."
