For what it is worth, Robert Maier, the maintainer of plotutils,
actually responded to a message on the bug-plotutils mailing list
the other day, so he's not incommunicado.  Still no work on the
compilation-blocking bugs reported over the last few years, as
far as I can tell, but, it is a hopeful sign that libxmi
hasn't been completely abandoned.

​I'm not sure if you are referring to libxmi or plotutils in
the above about "compilation-blocking bugs", but
I just compiled both of them with no problems.
x86_64, gcc 6.2
downloaded through gsrc
