I've done a similar complete rebuild with --prefix=/home/neil/testi,
where testi was previously empty, and I also see all the normal
libraries in testi/lib. I haven't tried running the installed Guile
in this location though - do I need to, or have we already
demonstrated enough difference between the results of your and our
builds?
