   FYI, I can't correctly run texi2dvi or similar on goops-tutorial.texi.  
   Running texi2pdf on goops.texi wasn't too great either.

   goops.texi 2002-12-03
   goops-tutorial.texi: 2002-08-24

   If the problem with goops-tutorial is (currently) a feature, please 
   mention this in a readme file.

the build process integrates those documentation source files to produce
a cross-referenced info (or optionally html) file.  the individual texi
files are not as useful stand-alone, and so are not maintained with that
build style in mind.

i will add this blurb somewhere -- thanks for the tip.

it would be nice to add a few lines to the appropriate Makefile.am files
and top-level configure.in to support "configure --enable-pdfdoc".  if
you would like to do this, i would be glad (modulo any anti-pdf GNU
policy someone might cite) to integrate a small patch to that effect.
