guile-config broken or Guile not working

I compiled guile 1.6 into a home directory and have set all the necessary
flags (LD_LIBRARY_PATH). when i configure a software dependent on guile
(mpb-1.4.1) i get this error:
checking for guile... yes
checking for guile-config... yes
checking if linking to guile works... no
configure: error: guile-config is broken or Guile is not working.
guile-config link and guile-config compile work fine. I have no idea
what's wrong.
