bug#49262: Crash in hurd-vm service when invoking 'herd restart networking'

Hello,

I've just tried restarting the networking service and noticed about the
following:

herd: exception caught while executing 'start' on service 'hurd-vm':

It's probably caused by hurd-vm attempting to restart before the network
is up again.
