The following works though. No newlib or anything:
guix shell --expression='((@ (gnu packages cross-base) cross-gcc)
"arm-none-eabi")' -- \
bash -c "echo '#include <stdatomic.h>' \
| arm-none-eabi-gcc -x c -o /dev/null -c -"
