tar 1.16 listed-incremental failure

All,

One of the other wonderful admins updated our version of tar from 1.15.1
to 1.16 last night, and I come in to find the backups processed every
file as if it were a full backup.  I noticed one other person reporting
this on Dec 7th last year, but I didn't see much info; allow me to add
to that:

*Old files uses "format-0" (according to the tar 1.16.1 pdf), newer
files use "format-1".
*New files created last night have the format set to "format-2"
(according the first line of the snar (we call them .snap): GNU
tar-1.16-2).  The format of this file is not covered in the 1.16.1
manual, nor are any options listed for selecting which format to work with.

Our scripts output pretty detailed information, with only our CVS backup
throwing an 'error' (for which I cannot find the reason).  After the
'Time Started' line is the execution of tar with the parameters:

As you can see by the file size, it was a full backup.  This occurred on
a separate 9GB file, as well as every other backup job that was
considered for 'differential' (level 1) or incremental (level 2) backup.

If you need any other information, please let me know.  I'll attempt to
look closer at this problem tonight when I have free time.
