When the setup of a package is difficult enough, it should have its own
examples. gettext has its set of examples, swig can have its own, and
automake can have its own as well.

As I understood GNU hello, it should have the features that many GNU programs
have or should have: It's written in C because most GNU programs are in C,
it has a manual because a good program should have a manual, it's
internationalized because a program is useless to many people if it cannot
be localized, etc.

Frankly, at this point the use of gnulib-tool is in such an experimental
phase (so few GNU packages use it yet) that I think it's too early to make
use of it in GNU hello.
