argv[0] for program name

hello -gHi,

Regarding line 46 of hello.c version 2.3 - 
The program's name is taken from argv[0] wheras in part 4.7.1 of The GNU coding 
standards, It's written not to do that.

The reason that I think that this should be looked into is that the The GNU 
coding standards refer to The GNU Hello program 

(search for hello):

http://www.gnu.org/prep/standards/html_node/Preface.html#Preface 

thus inconsistency is formed.
