Uhhh, for a clean shutdown we should send processes the term signal,
to give them a chance to terminate voluntarily, maybe they have some
state they want to save.  In fact, I was under the impression
we did (I remember that shutdown came up before, and you or Thomas said
to me we already kill all processes before shutdown).
