We don't want to automatically start all translators with an open
channel to the console, for the simple reason that not all translators
are trusted.

Passive translators need to find their own output channel, and
currenly the different libraries do it differently.  The fix is to
actually get them talking to syslog properly, not to worry about
making the different hacks consistent with each other.
