It depends on the security policy of the machine.  On many systems,
any user can use syslog, but they can't see the messages.

My point is that syslog is a good thing for active translators to try
(and it's certainly better than doing nothing or writing to
/dev/console), but we shouldn't fool ourselves into thinking it's a
solution.
