"renice" weird behaviour

Hi,

There was some time ago a bug with nice that had been fixed. However, it seems
that renice still behaves in a strange way:

hurd:/home/ludo# renice -10 -p 75
renice: 75: setpriority: Permission denied
hurd:/home/ludo# renice 0 -p 75
75: old priority -10, new priority 0

In this case, pid 75 was the X server and I actually didn't notice any changes
in the display latency when changing the priority.
