Yes, it does, and it is sort of a known bug. The problem is described in
the two mails at the end of

and is mostly a Mach kernel bug/weirdness that was never fixed.
If you work it all out, we can check in fixes, or we will just make sure it
works better in L4. ;)

Only the priority of the task is set, and this only affects new threads :-/
(that's what I seem to say in the bug log, I don't really remember).
