I assume the /var/run directory is supposed to be empty after system
boot, check FHS.  

This indicates, that either the /var/run/screen hardcoded path in the
screen binary should be changed, or the system needs to run a boot
script to create the directory.  

I personally don't see a reason, why screen needs a global common
directory, so my preferred fix would be to use something like a .screen
directory in the user's home directory. But I have to admit, I'm not a
screen user.
