In short, this is what this patch changes:

* New package hurd-doc that is Architecture: all.
* hurd-doc includes HTML output generated by makeinfo --html and registers 
itself in doc-base.  texi2html is better choice, but it's not part of the GNU 
project so I didn't use it.
* hurd-dbg package that installs *.so.* files in /lib/debug
* /lib/hurd/hurd.msgids is part of hurd and rpctrace always includes it.  
Though it is questionable what should be it's location.

Someone with more knowledge about Debian packaging and the Hurd package should 
look at it too.

Changing the current .diff.gz file is trivial.

* Actually add /lib/hurd/hurd.msgids.
* hurd, hurd-dev and hurd-dbg depend on `install', not `build'.

I worked on a debhelper-based build system (including dpatch and 
get-orig-source target), but then I switched to other things and it didn't get 
finished.  Are you interested in such "modern" build system?  If you are, I'll 
continue this work.

This patch doesn't allow building hurd-doc under Linux.  I will try to update 
the patch soon.
