Hi Jim,
help-hurd is for user and newbie questions, bug-hurd for bug reports
and development. web-hurd is for development of the web pages. In
other words, it is exactly as currently documented under:
http://www.gnu.org/software/hurd/help.html#mail
http://www.gnu.org/software/hurd/devel.html#contrib
and at the bottom of each web page.
