Are you using a new install that succeeded and you rebooted?

The install script creates default translators that are necessary
for essential system services like these.

Alternatively, if the file system wasn't built with 

mke2fs -o hurd  (I don't have my hurd docs right now, check 
the install guide for the exact options)

then the file system won't support the installation of translators
and so could be the cause of the problem
