This is a known bug in either the console or the pc_mouse driver.

To get /dev/mouse and /dev/kbd, you need to run the repeaters, like
--repeat=kbd and --repeat=mouse, this is undocumented in the manual so
far I think. The device nodes will appear in /dev/cons/, you can
symlink them to /dev/mouse and /dev/kbd.
