Well, part of the problems are. We have to start somewhere. And fixing
the VCS issue seems the most trivial, so why not start with that?

SVN is a curse. Every time a project sets out to switch from CVS, SVN is
brought up as a "compromise"; but it's only a compromise in the very
worst possible meaning of the word. So instead of using the occasion for
switching to some proper, modern VCS, projects get stuck with something
that is just as crappy as CVS in most regards, and worse in some.

If you don't dare switching to something sane, don't switch at all.
Don't bother with SVN.

As for using a common backend with multiple frontends, git is the
obvious choice -- it definitely provides the most powerful backend.
