So it could be easily defeated either manually or programmatically - I think
it's always 421.

Presumably there haven't been enough serious enough spam attacks yet to make
anyone want to do anything about it, so bug maintainers are just deleting the
occasional ones that show up as they come across them.

Because even the most correct dependencies fail to account for
programs/scripts that use conflicting temporary/auxiliary files.
